Toole County, Montana was established in 1914 and named after the first governor of Montana, J. Ross Toole. Shelby, the county seat, was named in honor of Peter O. Shelby, general manager of the Montana Central Railway. What began as a railroad community soon branched out into agriculture and industry when oil was discovered in the 1930s
